Flying drones in Malaysia: rules at a glance

  • Authorisation to Fly (ATF): Required for effectively every flight. Any weight, including sub-250g. Apply to [email protected].
  • ATF lead time and fee: 14 working days, ~RM250, valid 3 months. For drones up to 20 kg. Higher above 20 kg.
  • Commercial flying: RCoC-B licence + insurance. From a CAAM-approved RPTO. Camera or mapping also needs a JUPEM permit.
  • Maximum altitude: 400 ft (120 m) AGL. Higher only with ATC approval.
  • Line of sight and time: VLOS, daylight only. BVLOS and night need separate enhanced approval.
  • Distance from people: 50 m (30 m on take-off and landing). From any person, vehicle, vessel or structure not under your control.
  • Airports and aerodromes: No flight within ~5 km without clearance. Formal standard is 5 NM (9.26 km) clear of the traffic zone.
  • Congested areas and crowds: 150 m from built-up areas, no overflying 1,000+ people. Needs authorisation.
  • Penalty (individuals): Up to RM50,000 and/or 3 years jail. Higher for companies. CAAM can seize drones and prosecute.
  • Sub-250g exemption: None in Malaysia. A 135g DJI Neo needs an ATF like a 1kg Mavic.
